This includes complete descriptions of the data (metadata) and best available documentation.

Underlying data should be provided in its original format. For example, images, audio, and video should all be made available in the highest resolution possible.

Sometimes that means that the dataset is very large, but there's no rule I'm aware of that keep the government from using tools like bittorrent.
