Should open data include full information about the sources of the data, the means by which it was collected, who was/is responsible for its collection, with an emphasis on the limitations or constraints affecting what data was/was not collected--and also how it was classified? Who classified it, what are/were the criteria used for this classification?

This information, and perhaps a disclaimer of sorts, is probably the best that can be done to remind people reviewing the data that it is already interpreted and filtered--there is never any truly "raw" data, doubly so in political contexts.

Examples:

  • In neighborhood X, people associated with individual Y know she was sexually assaulted
  • Individual Y did not report or did not press sexual assault charges for personal reasons
  • Police classify the incident as an aggravated assault or a robbery or not at all
  • The discrepancy between the official data/documentation and local knowledge feeds distrust and a lack of awareness of threats


  • A deceased person is found at the site of a fire, which is classified as arson
  • The fire department regards the death as a likely homicide
  • Police do not classify the death as a homicide
